Present laws on trade agreements do not give specific modes of treatment with regards to the transport of people across national boundaries. Originally, it is cabotage with regards to shipping line operations but has been extended to other modes of transport such as by air or railroads. This complication is really unavoidable because of the need for people to travel to other neighbouring places to go on vacation or business matters. Road travellers would do well to plan out their routes carefully, taking into account such matters as the ready availability of medical emergency services if necessary. Seasoned travellers also take note of important bus schedules and timetables when it becomes necessary to take some form of public transport along the way.

Many nations signed bilateral trade agreements allowing reciprocal rights to engage in cabotage between the two countries. This effectively grants the same rights to foreign carriers as those enjoyed by local carriers. Any regulation that attempts to regulate cabotage is looked upon unfavourably as a form of trade protectionism by the World Trade Organization. Relaxation of rules on cabotage has greatly contributed to the growth of tourism worldwide.
